Not necessarily. Due to the fact that we have so much to deploy we can throw out all our infantry/elites then by that time most other armies are fully deployed allowing us to deploy our officers and heavy weapons into perfect positions to counter the opponent's moves. This then forces the opponent to either react to our deployment giving us back the initiative or they will stick to their plan an plow right into our guns.... both are good outcomes for us.

Also we get to re-roll the Initiative stealing roll via command point. Although, truth be told, anyone can do it, it's just we'll usually go for it.

That means about 30% games starts with our turn despite setting up against known opponent placement.

The correct answer is: This is our job.
